Right Click on the Command Prompt option on the Start Menu and choose Run as administrator. I needed to install it for some Japanese programs I use, and have found that the following solution helps. I needed AppLocale on my computer for some music program to import MIDIs, I have Windows 7, and AppLocale is kinda iffy on this op system. There is a workaround for it, if you really want to run Apploc you need to run it as an elevated command. Okkkkkk So I was having trouble with this myself.
